Minutes from a Town meeting on 3/13/2017.

The Lapel Town Council met in Special Session on this date at the Lapel Town Hall at 6pm with the following members in attendance: Michael Cates, Lindsay Washmuth, Tony Pearson and Clerk/Treasurer Dennis Molina.

The Council met with Darin Houchin from USDI to discuss the possibility of USDI taking over the Lapel Municipal Gas Company.  2 proposals were presented:

Proposal 1

USDI offers to provide certain natural gas engineering and operational services to the Lapel Gas Utility necessary to operate the system safely and in compliance with state of Indiana and federal pipeline safety codes. These services include but may not be limited to:

•Providing and updating all plans, manuals, reports and filings

•Leak Surveys

•Cathodic Protection Surveys

•Valve Inspections

•Regulator Station Inspections

•Odorization monitoring and odorant intensity checks

•Pipeline Patrols

•Representation at all IURC audits (Up to 6 days per year)

•Operator Qualification services for Lapel employees

•Mapping Updates

•24 X 7 Standby service at applicable T and M rates

•Other routine services necessary for compliance with pipeline safety codes

 

 Proposal 2

All of the above plus providing trained and qualified employees, trucks, tools and equipment to perform all tasks and functions necessary to operate the gas utility (exceptions being meter reading and billing).

 

Council discussed forwarding the proposals to Byer for his review and to discuss the proposals at the next regularly scheduled Council meeting.

Being no further business to discuss the meeting was adjourned.
