LAPEL TOWN COUNCIL SPECIAL MEETING

JUNE 26, 2020

In attendance in person: Chad Blake, Teresa Retherford, Paula Lee, Kourtney Krabbe, Jeremy VanErman, and Robert Bellucci

In attendance virtually: Jason Kleinbub, Tom Marvel and Jeff Graham, Town Attorney

9am meeting called to order

Jeremy VanErman and Robert Bellucci gave an overview of their draft proposal for the Town of Lapel Water Utility Improvements project.  (see attached documents)

Discussion was held on the overall project and funding.  Motion of instruction for Robert Bellucci to proceed with project “D” on the premise of not only OCRA Grant but SRF funding as well made by Retherford, 2nd by Kleinbub and all were in favor.

Motion to authorize Chad Blake to sign SRF applications made by Retherford, 2nd by Kleinbub and all were in favor.

VanErman to speak with Lee about advertising for Public Hearing regarding SRF.

Motion to approve and sign Water Utility Improvement Contract with Commonwealth made by Kleinbub, 2nd by Retherford and all were in favor.

General Service Agreement mechanism on an as needed basis the Town can call on Commonwealth to look over and help out on projects.  Blake wants to look over the agreement and discuss at next meeting.  Attorney has no issue with contract.

Motion made by Retherford to hire Trae Armstrong as utility labor with a starting wage of $15.00 an hour, 2nd by Marvel and all were in favor.

11th & Main Drainage issue- E & B Paving submitted a quote for work to improve the drainage problem at 11th & Main Street.  Option 1 is to just replace the existing castings with new 4’ X 4’ castings with lids and includes a concrete collar around each casting.  This pricing also includes water jetting each of the existing pipes to remove any obstructions and to add concrete into each of the two existing curb structures to create positive flow.  Option 1 $11985.00

Option 2 includes eliminating the two existing 48” structures located in the roadway by using flow able fill.  We will then upsize and replace the pipes going from the two existing curb structures to the storm structure located in the middle of the Main Street and 11th Street intersection.  This includes all necessary saw cutting, removal, new A2000 dual wall smooth bore pipe, backfill with #8 stone and capped with 8’ of concrete.  Option 2 $23990.00

Blake made the motion to approve Option 1 from E & B Paving for 11th & Main repair, 2nd by Kleinbub and all were in favor.
