LAPEL TOWN COUNCIL SPECIAL MEETING

DECEMBER 3, 2020

In attendance virtually: Chad Blake, Lindsay Washmuth, Teresa Retherford, Jason Kleinbub, Paula Lee, Kourtney Krabbe and Town Attorney Jeff Graham.

7pm meeting called to order

Motion to suspend regular meeting and open Public Hearing for Additional Appropriation made by Retherford, 2nd by Kleinbub and all were in favor.

Discussion was held on Additional Appropriation Resolution 11-2020 $3000.00 for Park and $19,700 for LIT.  Floor was opened for questions/comments being no questions or comments the floor was closed.

Motion to close the Public Hearing and reopen the regular meeting was made by Kleinbub, 2nd by Retherford and all were in favor.

Motion to approve Resolution 11-2020 made by Blake, 2nd by Retherford and all were in favor.

Discussion was held on the 2021 Salary Ordinance.  Blake and Retherford presented a spreadsheet regarding Positions/Grades and raises.  Council to review, present recommendations to Lee for distribution and discuss at next meeting. 

Brandon Hutchison spoke on the gas meter at Smokey’s Concession Stand 730 S Main Street.  Smokey’s have upgraded their kitchen equipment which requires a larger gas meter.  They currently have the same meter as other restaurants have, a new meter will be between $650 and $700.  Hutchison cannot legally hook up their side of the meter, owners would have to hire a plumber for that.  Council to table discussion until next meeting.

Discussion was held on purchase of new dump truck for the utility department.  Specs were presented on a 2021 Freightliner M2 106 model dump truck from Stoops at a price of $150,634.00.   Truck includes snow plow. Stoops Freightliner are an eligible participant in the State Bid Program. 

Motion to approve purchase of dump truck from Stoops at a cost of $150,634.00 made by Blake, 2nd by Kleinbub and all were in favor.  Bill of sale will be obtained from Stoops and presented to Crossroads Bank who in turn will present a rate to the Council.  Rate will be voted on at next meeting.

Retherford addressed the Council on the COVID situation and the guidelines of the CDC.  Council to adhere to current CDC guidelines regarding testing and exposure.

Motion to hire Suzy Bass of HR Unlimited for consultant made by Blake, 2nd by Washmuth and all were in favor.  Bass to replace Char Brown as consultant as Brown is taking a position as a Clerk/Treasurer. 

Being no further business to discuss, the meeting was adjourned.
