Lapel Town Council Special Meeting

April 5, 2021 @ 6:30pm

Lapel Town Hall

Call to order: Attending in person was Chad Blake, Tom Marvel, Teresa Retherford, and Paula Lee. Attending virtually was Jason Kleinbub, Kourtney Krabbe, and Ashley Hopper and Jeff Graham Town Attorneys. Not present was Lindsay Washmuth.

CCMG Paving Bids: Drew Wolfred from Kimley-Horn states that all bids were responsive, all materials were included that were required, and the lowest responsive responsible bidder was DC Construction. Wolfred states that no reference issues came up with any of the bidders.

Blake states that the lowest responsive responsible bid came from DC Construction at $628,287.67. Blake asked if there was any reason not to accept this bid. No reasons were made. Kleinbub asks what the second bid was. Blake stated Midwest Paving came in at $689,788.66. Marvel asks once the bid is approved, can the Town meet with DC Construction or Kimley-Horn prior to the project to discuss in the project in detail. Wolfred stated that a meeting will take place before construction begins. Kleinbub asks if we accept the bid and after we meet with DC Construction if there is something we don’t like, is the Town able to get out of the contract. Marvel states it would be hard to get out of the contract since DC Construction came in as the lowest responsible bidder. Kleinbub stated he was only asking because the council can’t really meet with the contractors before the bidding process. Blake states the reason these questions are being brought up is because our engineering firm estimated this project close to $1million, and all the bids came extremely under that. Jeff Graham stated that there is likely a bonding or insurance requirement, as well as the contract if any potential problem did occur. Motion to award the CCMG contract to DC Construction as the lowest responsive, responsible bidder was made by Retherford, 2nd by Marvel; all were in favor.

Motion to authorize Chad Blake to execute the notice of award contract with DC Construction and any and all documents regarding the CCMG project was made by Marvel, 2nd by Kleinbub; all were in favor.

Drew Wolfred presented a contract from Kimley Horn for INDOT Detour Analysis agreement. Kimley Horn will help the town in determine the conditions of the roads from the unofficial detours that happened last year. Task 1 & 2 total $4,400 and task 3 would be completely on an hourly basis not to exceed $1,200 for a grand total of $5,600. A motion to approve INDOT Detour Analysis Agreement with Kimley Horn was made by Blake, 2nd by Retherford; all were in favor.

Being no further business to discuss, meeting was adjourned.
