LAPEL PLANNING COMMISSION MEETING
APRIL 13, 2023

In attendance: Matt Wood, Brian Robertson, Paula Lee, Angie Calloway, Andrea Baldwin, Dan Paddock and town attorney Evan McMullen

Meeting was called to order at 6:30pm.

Motion to approve Permits 2725-2726 made by Robertson, 2nd by Paddock, all were in favor.

Jeff Keith arrived at 6:35pm.

Wood suspended the regular meeting and opened a Public Hearing for the Lapel Thoroughfare Plan.

Drew presented hard copies to the Commission and spoke about the updates. There was no public comment.

Wood closed the Public Hearing and reopened the regular meeting.

Motion to make 650 South a collector rural road made by Lee, 2nd by Baldwin and all were in favor.

Wood suspended the regular meeting and opened a Public Hearing for the Parks and Recreation Plan.

Matt from Kimley-Horn went through the minor updates with some discussion.

Wood closed the Public Hearing and reopened the regular meeting.

Motion to make a favorable recommendation to the Town Council for the Park and Recreation Plan based on changes made tonight made by Wood, 2nd by Baldwin and all were in favor.

Motion to make a favorable recommendation to the Town Council for the Lapel Thoroughfare Plan made by Lee, 2nd by Keith and all were in favor.

Wood suspended the regular meeting and opened a Public Hearing for the Lapel Industrial Park Primary Plat.

KK asked if we could go over the staff report first.

Wood temporarily closed the Public Hearing and reopened the regular meeting for KK to go over the staff report. KK went over her report and went into the need for a technical review committee. Mr. Dorsey spoke up that they have all the appropriate paperwork and that they did not have time to reply to her email because he did not receive it until after 6pm the night before this meeting. KK recommended that this be continued because we are not ready for this until all things are reviewed.

Chad Blake, 5076 S State Road 13, Lapel, Indiana, asked to speak and was recognized by President Wood. He stated that the town has come a long way in the last 3 years trying to speed up a very slow process for plats, rezones and permits and would hate to see that slowed back down where people would not want to come here with their businesses and homes. He stated he didn’t think it would be right to stop Lapel Industrial Park half way through their process and start over. Wood stated in his personal opinion as president that since Lapel Industrial Park had started in the old way of doing things whether it’s right or wrong, we allow them to continue in the old way. He stated if we want to make changes then we can discuss that effective the next person that comes that has not already started this process. Robertson asked if we could approve it and put conditions on the approval. KK stated that would be fine.

Lee as a member of the Planning Commission and a representative for the Town Council, with Chad Blake’s permission requested a proposal from Kimley-Horn to review the Lapel Industrial Park Project. Drew Wolford from Kimley- Horn stated he could. Lee asked if he could get it to her by Monday and he said he could.

Wood suspended the Regular meeting and reopened the Public Hearing for Lapel Industrial Park primary plat.

Roscoe Dorsey, representative of Lapel Industrial Park, 6208 S ST RD 13 came before the Commission. He stated they are currently working with the Madison County Surveyor, Madison County, and Commonwealth. He can’t move forward until Madison County approves the drainage. He has been in contact with INDOT. They have had the traffic study done.

James Riffey, 6853 S State Rd 13 from the public had a question about where the water and sewer were coming from. Dorsey stated the water would come from Citizens and the sewer is from Fall Creek Regional.

Daniel Bowman 9770 W 650 S from the public had a question about what would run between his property and the Lapel Industrial Park. Dorsey stated that they would follow Lapel’s code.

Motion was made to approve the Lapel Industrial Park primary plat contingent upon getting engineering plans approved along with technical reviews and with the understanding that lot B will only be temporary holding for dirt during construction. That any changes after the reviews can be made as part of the recommendation was made by Robertson, 2nd by Lee and all were in favor.

Wood suspended the regular meeting and opened the Public Hearing for the Lapel Industrial Park sidewalks.

Discussion was held.                                            

Wood closed the Public Hearing and reopened the regular meeting.

There was no motion for approval to remove the sidewalks from Lapel Industrial Park. It dies.

Wood suspended the regular meeting and opened the Public Hearing for Weihe Construction rezone from Ag to General Commercial, also known as 0 West 650 South, Pendleton, IN  46064.

Wood closed the Public Hearing and resumed the regular meeting.

Motion to make a favorable recommendation to the Town Council for Case # 1-2023 the Weihe Construction rezone from Ag to General Commercial subject to the applicant receiving all necessary local, state or federal approvals before any development or change of use happens was made by Lee, 2nd by Keith and all were in favor.

Old Business discussion was held on Tuscany sidewalk and other things. The Commission decided that the sidewalks needed to follow the plans.

New Business discussion was held on the fee schedule.

Motion was made to create a Technical Review Subcommittee made by Calloway, 2nd by Paddock and all were in favor.

KK discussed Planning Commission training.

Lee made a motion to adjourn, 2nd by Paddock and all in favor.
