Attending tonight’s meeting in person was Chad Blake, Teresa Retherford, Lindsay Washmuth, Paula Lee, & Kourtney Krabbe. Attending the meeting virtually was Tom Marvel, and Town Attorney Jeff Graham. The public could attend tonight’s meeting either in person at the Lapel Eagles, or virtually using the GoTo Meeting link posted on the Town of Lapel’s Facebook page.

Blake opened the meeting to public comment. No comment was made.

An introduction to Ordinance 19-2021 for the proposed permit fee changes was made. The Lapel Planning Commission gave the proposed changes a favorable recommendation. The 2nd reading of this ordinance will be done in December 2021.

A motion to approve Resolution 12-2021 authorizing the execution & delivery of a master equipment lease-purchase agreement for a new police vehicle was made by Washmuth, 2nd by Retherford; all voted yes.

A motion to approve Resolution 13-2021 authorizing the execution & delivery of a master equipment lease-purchase agreement for a new utility vehicle was made by Washmuth, 2nd by Blake; all voted yes.

A motion to approve the 3rd DC payment application in the amount of $179,697.33 was made by Blake, 2nd by Marvel; all voted yes.

October 21, 2021 meeting minutes were tabled.

A motion to approve meeting minutes for September 9th, September 30th, and November 10th was made by Blake, 2nd by Washmuth; all voted yes.

A motion to approve the November 2021 Docket Claims was made by Retherford, 2nd by Washmuth; all voted yes.

Kimley-Horn: Amendment #3 to the agreement between Town of Lapel & Kimley-Horn & Associates was presented at tonight’s meeting. This amendment is needed due to the current CCMG project taking longer than expected. This agreement allows for an hourly budget not to exceed $17,875.00 for continued construction phase support into 2022. Blake asked legal if the contractor can be held responsible for the extra charges. Legal stated it is something that needs to be tracked over the next few weeks, but could be sought for consequential damages. A motion to accept amendment #3 was made by Washmuth, 2nd by Blake; all voted yes.

The 2021 Christmas holiday falls on Friday the 24th & Saturday the 25th. As the Town of Lapel recognizes both days a paid holidays, it is determined to observe these days on Thursday the 23rd & Friday the 24th. A motion to close Lapel Town Hall on Thursday the 23rd & Friday the 24th for the Christmas Holiday was made by Blake, 2nd by Washmuth; all voted yes.

Let the record show there are 14 paid holidays for 2022 are the following: New Year’s Day, Martin Luther King Day, President’s Day, Good Friday, Memorial Day, Juneteenth, 4th of July, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving, the day after Thanksgiving, Christmas Eve, & Christmas Day.

Utility Update: Brandon Hutchison representing the Utility Department at tonight’s meeting provided the Town Council with a few quotes. The first being a quote from W.W.Williams for generator maintenance at the WWP for a total of $3,130.79. A motion to approve the W.W.Williams quote for $3.130.79 was made by Blake, 2nd by Washmuth; all voted yes.

The second quote was from Indiana Pump Works for a RAS Station Monitor for a total of $2,289. This system will replace the current phone line alarm system at the WWP and save the town $1,918. A motion to accept the quote from Indiana Pump Works for a total of $2,289 was made by Retherford, 2nd by Washmuth; all voted yes.

IURC has developed a new methane emission plan, and in order to be in compliance all utilities must have a written procedure by 12/31/2021. USDI has already written this plan, the Town just needs to purchase the plan & attend the training. They are offering training in Mt. Vernon, IL on 12/7 - 12/8, and the fee for the conference includes the purchase of the plan. The conference fee is $475 + the cost of a hotel for 1 night. A motion to allow Brandon Hutchison & Steve Selby attend the USDI training conference was made by Retherford, 2nd by Blake; all voted yes.

Further discussion was held on whether to purchase or repair the Town’s current vac truck. Marvel would like the utility crew to get with Best Equipment to build the truck the Town would need, & get the trade in value for the current truck. This discussion will continue at the next meeting. No action was taken tonight.

Police Update: No representative from the Police Department was at tonight’s meeting.

Planning Update: The Planning Commission gave a favorable recommendation to Ordinance 19-2021, and Innovative Planning is currently working on updating the Town’s Zoning Code Manual.

Tom Marvel stated he is resigning from his position on the Town Council as of 12/16/2021 due to being elected Fire Chief for the Lapel Stony Creek Township Fire Territory.
