The Lapel Town Council held a regular meeting at the Eagles on 9th St from 7pm on October 3rd.

Members present Deb Wainscott (President), Tom Marvel, Lindsay Washmuth and Jason Kleinbub.

PUBLIC COMMENT

Chuck Phillips on Walnut St asked the Town to do something about his neighbor's water line that runs 8ft into his property.

The Town will look into what can be done.

Chad Blake informed the Town that the end of his driveway is torn up from vehicles failing to use the detour to get around SR13 being closed and he would like it added to the list of things INDOT will need to fix once the road reopens.

SPENCER DULANEY SWEARING IN

Officer Spencer Dulaney was sworn in as a Full Time Police Officer for the Town of Lapel.

APPROVE MINUTES

The Town Council voted separately to approve September 5th, 19th and 26th meetings.

CROSS CONTAMINATION ORDINANCE IDEM

The Town Council read and approved on 1st reading (no second or third reading required) a cross contamination ordinance.

JOHN DOCKREY - WHATS UP 247

John Dockrey made a presentation to the Town of Lapel about replacing the Town website Calendar with his system WhatsUp247.com 

The Town Council made a motion to use WhatsUp247 pending recommendation from Town IT Consultant Daniel Paull of Regal Computer Services after he raised potential concerns.

FIX BRIDGE ON 200 S

After requesting proposals from three companies to fix the bridge on 200 South the Town of Lapel received a single quote of $4,170 from Watson Excavating and voted to approve the quote.

Work is likely to take place during fall break to minimize disruption.

PARK BOARD

After a lengthy discussion about the Park fund being negative the Town Council voted to use $25,000 out of the Cascadden fund to correct the negative and return the balance to a positive.

Bill Hutton (Park Board President) voiced his concerns that in 2019 the Park fund did not get any money aside from the Cascadden money and the grant used to finish the Park. The usual draw did not take place because the General Fund was not going to balance.

Wainscott asked for the Park Board Secretary and the Town to talk more so that there was a better understanding of the park budget and the amount of money available to them to spend on improvements.

Hutton is optimistic the new park can generate funds for the park board by hosting tournaments.

TRICK OR TREAT

Official Trick or Treat hours will be Thursday 31st from 5pm to 8pm.

POLICE UPDATES

The money from the sale of the Police dog has been used in part to buy 5 new sets of stop sticks.

These can be used to slow down vehicles and bring pursuits to a planned conclusion.

The Police Department has also purchased better drug testing kits.

UTILITY SUPERINTENDENT

Jason Kleinbub made the motion to terminate the Utility Superintendent, no one seconded the motion. The motion failed.

MONTGOMERY FARMS

Lindsay Washmuth gave an update on the Montgomery Farms addition and informed people that after updating the covenants with restrictions to ensure a crawl space or basement and similar architecture to existing homes in the addition the builder Arbor Homes may be backing out from the project.
