LAPEL PLANNING COMMISSION SPECIAL MEETING

SEPTEMBER 24, 2020

In attendance in person: Gary Shuck, Teresa Retherford, Dan Paddock, Trefin Luker, and Tony Hewitt.  In attendance virtually: Ashley Hopper, Town Attorney

6pm, meeting called to order

Public Hearing was opened for the Re-Zoning of Chad Lukens property Lot 2 in Final Plat of William Woodward’s 6th Addition, 14.379 acres, Parcel #48-10-27-300-070.000-032

Lukens is asking for a Re-Zone from Agriculture to R2 for residential single family housing. 

Shuck asked if a drainage study had been done on the property, and it this time it has not.  Shuck asked about the type of houses that would be built and Lukens stated they would be workforce housing, affordable housing 800-1200 square feet per home. 

A petition to keep the land agricultural was presented to the Planning Commission by Steve Clark 634 Central Ave.  Mr. Clark spoke to the board about growth and wanting growth but that the biggest issue in the area was the poor drainage.  29 signatures of residents living on Central Avenue have signed the petition. 

Amy Gwinn 8416 W 200 S (landowner of adjacent property) also addressed the Commission regarding the lack of drainage in the area.

Dave Turner 403 E 5th Street voiced his concerns over the lack of drainage and how a housing development might worsen the situation.

After discussion on the current drainage along Central Avenue, the Public Hearing was closed.

Motion to make a favorable recommendation to the Town Council for Re-zone of Parcel #48-10-27-300-070.000-032 from Ag to R2 made by Luker, 2nd by Retherford and all were in favor except for Shuck who voted “NO”.

Re-zone for Duncan property 501 S Walnut was continued until the October 8 Planning meeting, Duncan needs to revise paperwork and specify R2 or R3 on her petition.

Being no further business to discuss the meeting was adjourned.
