The Lapel Town Council met in regular session, at 7pm. at the Lapel Eagles, with the following members present Gary Shuck, President; Tim Munro, Vice President; Debra Wainscott, Carl Tony Pearson, Clay Parkison, Members; and Tom Tudor, Clerk/Treasurer.
Pearson moved, seconded by Wainscott, motion carried unanimosuly, to approve the payment of the claims as presented. Pearson moved, seconded by Munro, motion passed unanimously to approve the payment of claims for the Water Project.
Tudor reviewed the financial statements with the Council. Munro moved, seconded by Pearson motion carried unanimously RESOLUTION # . The Lapel Town Council agrees to extend a temporary loan from Gas Cash Reserve to the General Fund. The amount of the temporary loan is $25,700.00. The loan is payable by December 31, 2011. The loan will bear a zero internest rate.
Daniel Paull presented his recommendations for upgrading town hall server and disaster protection for the computer system. Munro moved, seconded by Pearson, motion carried unanimously to purchase a new server and fire safe data protection. The cost is $1900. Wainscott moved, seconded by Munro, motion unanimously passed to purchase Microsoft Office 2010, four licenses, for the Town Hall, at Daniel Paull's price of $872.03.
The Council wants to get a cost estimate from Pat Callahan, rate consultant, for the Gas Rate Study before any action is taken.
Tim Munro stated and the Council agreed that we need a cost estimate of the engineering cost before any action is taken regarding storm water issues on the East side of Central Ave and 9th Street.
There will be a Executive meeting on December 14, 2011, Town Hall at 6pm to discuss the 2012 Salary Ordinance.
Wainscott moved, seconded by Pearson, motion passed unanimously issue two commendations to Bob Kowalski for his extra ordinance service to the Town of Lapel for his coordination of the Community Service Program; to Jack Appleby for his extra ordinanry work on the investigation of the Dollar General robbery. These Police Officers go above and beyond the call of duty to server Lapel citizens.
Captain Barnes presented the Police Report.
Pearson asked about the progress of building a sidewalk to the high school. Shuck said the Conrads want money for an easement to allow the sidewalk to be on their property Shuch said the amount has not been negotiated.
McDolse said the stolen solar powered stop sign has been found. He is in the process of getting both of them repaired.
There being no further business to come before the Council the meeting was adjourned.
