Minutes from a Town meeting on 12/1/2011.

The Lapel Town Council met in regular session this date, at the Lapel Eagles, at 7pm with the following members present - Gary Shuck, President; Tim Munro, Vice President; Debra Wainscott, Clay Parkison, and Carl Tony Pearson, Members; Bill Byer, Attorney; and Tom Tudor, Clerk/Treasurer.

Parkison moved, seconded by Munro, motion passed unanimously to retain Pat Callahan, CPA to perform a rate study for the Gas Comapny. Mr. Callahan proposed a fee not to exceed $2500.

Parkison moved, seconded by Pearson, motion carried unanimously to purchase option #3 from Safety Tech for a generator, powered by natural gas, to operate the Town Hall and the gas pumps. Safety Tech stated the startup power needed to operate the well pump would require a larger more expensive unit. The portable electric generator can be plugged into Ford Street well to operate it if needed. Option #3 will cost $15,900.

The Council discussed the problem of construction being completed on the weekends without building permits being purchased. One suggestion is to increase the fee for noncompliance to $250. The Council decided to ask the Planning Commission to study the problem.

The Council was introduced to a proposal from Government FIxed Asset Services, Inc. The company completes and maintains fixed asset records that comply with Government Standards Board Statement No. 34. This level of records are required when communities receive federal grants of $500,000 or more. Mr. Michael Nielsen will be at our next regular meeting. Mr Nielsen is the owner of the company.

Captain Mike Barnes stated that the theft problem is mainly in the County. From 8/1 to 11/30 there have been 258 calls for Police help within the 258 calls 23 were thefts and 11 break ins (6 cars and 5 homes), only one of the homes illustrated forcefull entry.

The Planning Commission were asked to look into trash in the front and back yards at the home located at 309 South John Street.

The Council reaffirmed that the water rate increase would be for December useage payable in January, 2012. The storm water increase would be for January 2012 useage payable in February 2012. Tudor said the computer company has been informed of these changes.

Filson Earthwork Company presented a quote for tearing down 7th Street home in the amount of $13,976. The Council took the quote under consideration.

Gary Shuck expressed his condolences to the family of Dale Brinker. Dale passed away recently. Dale served his community in many ways over his lifetime - FIre Department, Town Council member, Building inspector, Build Woodward Park, and active Legion Member.

There being no further business to come before the Council the meeting was adjourned.
