The Lapel Town Council met in regular session this date, at Lapel Eagles, at 7pm, with the following members present-Gary Shuck, President; Tim Munro, Vice President; Debra Wainscott, Carl Tony Pearson, Clay Parkison, Members; Bill Byer, Attorney; and Tom Tudor, Clerk/Treasure.
Pearson moved, seconded by Wainscott, motion carried unanimously to approve the minutes from the November 17 and December 1 meetings.
Wainscott moved, seconded by Munro, motion carried unanimously to approve the docket claims to be paid as presented. Wainscott moved, seconded by Munro, motion passed unanimously to approve the payment of the Water Project claims and the manual claims as presented. Wainscott moved, seconded by Parkison, motion unanimously approved to accept the change order #2 in the Water Project that is going to save $10,345. The change order changes the type of pipe that will be used for the Water Project for the back wash holding system.
Tudor reviewd the financial statement with the Council. Pearson moved, seconded by Pearson, motion carried unanimously RESOLUTION #? Beginning in January, 2012 the Lapel Town Council agrees to adjusting the monthly transfers to comply with Rural Development commitment letter, 2012 Budget, and adjustment due to inflation. Police Car savings transfer from $584 to $875, Water Tower Maintenance from $425 to $566 with a target balance of $34,444; Water Meter Replacement from $625 to $832 with a target balance of $76,897; Water Improvement from $1000 to $2702; Gas Meter Replacement from $550 to $732; Well Maintenance from $500 to $665.
Michael Nielsen, Government Fixed Asset Services, Inc, made a presentation concerning implementing a detailed fixed asset system for the Town of Lapel. The proposed cost would be $1750 general infrastructure, $1750 general capital assets, $3000 Water, Sewer, Gas general capital assets, $7000 Water, Sewer, Gas infrastructure assets, plus expenses. The Council took the proposal under advisement.
Pearson moved, seconded by Munro, motion unanimously approved !) Pay a year end bonus of $50 to each fulltime employee and Robert Kowalski and Virgil Hobbs. 2). Ordinance #? Be it ordained by the Town of Lapel, Madison County, Indiana; Section #1 the salaries of the town officials, police officers, utility/park eployees, and all others employed by the Town of Lapel, IN, effective for all pays after January 1, 2012 and ending December 31, 2012 ...
The Council discussed updated the codes of ordinances & resolutions (codification). Tudor was to contact the Madison County Council of Governments for an estimate cost of updating the codification for the last four years.
Tudor made a presentation comparing the cost of meter reading by the utility staff to hiring a part time meter reader at a cost of $.30 per meter. The detail illustrates that the town would have saived $275.40 using meter reader. Also, Tudor presented a request to considter installing our currently owned radio read devices on the gas meters and purchasing more devices so that all gas meters can be read remotely. The Council took the proposals under consideration.
Pearson moved, seconded by Munro, voting no-Parkison, Shuck; voting yes-Munro, Wainscott, and Pearson; motion passed to retain Matthew Smith, Magnolia Arbor Care, to assess all of Lapel`s street trees. This detailed assess will cost $500. It will include a map with a rating and location of all street trees. The rating is between 1 & 5 (1 being the best condition and 5 being in the worst condition and will list the potential hazards of each tree).
The Council reviewed with Officer Kowalski concerning his efforts to implement the directives for property cleanup, vehicle removal and easement clearing. The Council discussed each of the sever specific situations. The Council gave their support to Kowalski`s efforts.
It was reported that the repaired solar stop signs will be reinstalled at the intersection of 300S and St Rd 132.
There being no further business to come before the Council the meeting was adjourned.
