The Lapel Town Council met this date, at the Lapel Eagles, at 7pm, with the following members present- Gary Shuck, Tim Munro, Debra Wainscott, Carl Tony Pearson, Clay Parkison, Tom Tudor, Clerk/Treasurer, and Bill Byer, Attorney.
Attorney Bill Byer conducted the oath of office to Tom Tudor, Clerk/Treasurer; and Gary Shuck, Carl Tony Pearson, and Debra Wainscott, Members of the Council.
Pearson moved, seconded by Wainscott, motion unanimously carried to appoint Gary Shuck Council President and Tim Munro as Council Vice President. Pearson moved, seconded by Munro, motion unanimously passed to hold regular council meetings on ther 1st and 3rd Thursdays of every month, Lapel Eagles $40 per month for the use of the community room within the Lapel Eagles. Shuck moved, seconded by Wainscott, motion unanimously passed to appoint Bill Byer as Town Attorney. Shuck moved, seconded by Munro, motion carried unanimously to appoint as Lapel`s representatives to the Fire Territory Carl Tony Pearson and Debra Wainscott.
The following areas of concentration by Council members are- Shuck Utilities; Wainscott Planning and Fire Territory; Pearson - Public Safety and Fire Territory; Munro- Administration; Parkison-Park.
Parkison moved, seconded by Pearson, motion carried unanimously ORDINANCE #1, 2012 Be it ordained by the Board of Trustees of the Town of Lapel, Madison County, Indiana. That a petition for Variance specifically petition requesting the change of zoning from residential to commercial, was filed with the Town of Lapel on the 16th day of January 2008 .... commonly known as 2799 St. Rd. 13, Lapel, Madison County, Indiana ... Further that petitioner, Michael Risden representing National Oil & Gas, Indiana ... Further that petition, Michael Risden, representing National Oil & Gas, Inc... the intent to construct a gas station and convenience store on the above described property.
Shuck moved seconded by Parkison, unanimously passed to take no action upon a request by Chad Pilkington to annex property located at 938 West 11th, Lapel, IN 46051 into the Town of Lapel.
Wainscott moved, seconded by Parkison, motion passed unanimously to take no action upon a proposal offered to the Town of Lapel by Government Fixed Asset Services Inc to setup a fixed asset tracking system.
Utilities/Street - Time line for gas radion read meters to installed in the Soring one meter book at a time; Trash pump purchase estimated cost of $820, currently have a 3", 2" and a 4" pump is in the process of getting repaired; The Council asked that the sewer main leading from the old mobile home park at the West end of 12th be capped. There might be water infiltration coming into our sanitary sewer system ; The Council asked that there be a review of all signage in Town. The Council asked that there be a complete review of the repairs needed on all Town trucks and equipment.
The recent fire at the Optimist Club revealed that the fire hydrant at that location needs to be replaced.
Uncompleted projects from 2011 - South 300 Project (We have a $31000 grant); Sidewalk to the high school; Land locked properties that are not annexed into the Town of Lapel.
Need competitive quotes from area vehicle repair businesses for oil changes & hour equipment maintenance cost for Town equipment.
Wainscott expressed her concern that Waste Management is not picking up the trash/recycling as per the contract. Wainscott will call the company and find out the reasons that the agreed upon terms are not being met.
Munro researched a concern by Mrs. Bays concerning water collecting infront of her home on the street. Munro stated that the Town cannot do anything about the small amount of water.
There being no further business to come before the Council the meeting was adjourned.
