Minutes from a Town meeting on 2/2/2012.

The Lapel Town Council met this date, at the Lapel Eagles, at 7pm, with the following members present- Gary Shuck, Tim Munro, Debra Wainscott, Carl Tony Pearson, Clay Parkison, Tom Tudor, Clerk/Treasurer, and Bill Byer, Attorney.

There was a review of outstanding Utility/Street issues -

  • Trash Pumps - The 6" pump has not been repaired yet.
  • Mobile home sewer connection - a camera has been inserted into the line, found the tap, looked as if it was a clay tile tap, have not tried to dig up yet because it is next to a utility pole.
  • The equipment review has not taken place yet.
  • Fire hydrant list was presented. There are 15 hydrants that need repairor replacement. Shuck and Supervisor McDole to review the hydrants and develop a plan-work with Fire Territory.
  • McDole has made a list of street/stop signs that need replaced. He is getting quotes.
  • The hourly rate for mechanical work-Mitch Smith $67.97 Millers $74; Oil change Smith $32.95 and Miller $32.36.

Tudor presented the preliminary findings regarding the Sewer Company cash flow problem. The dedicated sewer line flow from Owens Brockway plant to the WWTP has been reduced greatly from prior years. It was discovered that the glass factory has made some changed in water utilization that reduces the flow. Between 2010 and 2011 there was a 10,559,400 gallon reduction of flow to the WWTP which reduced gross income by $57,549. It was also discovered that BBC Pump invoices were paid out of operating instead of improvement account. This would save $6083. The Council stated that we are going to research every area to reduce operating costs at the WWTP.

Wainscott moved, seconded by Munro, motion passed unanimously to authorize the $60,000 bond for the Clerk/Treasure position.

Tudor reported that we have to change how we handle procedurally the presentation and passage of resolutions and ordinances. Resolutions are to be used for financial transactions only. Ordinances are to have two readings one meeting apart before passage.

Gary presented some proposals for changing the County Food & Beverage tax rate and distribution.

Gary to evaluate the street tree located at 1022 Woodward regarding its condition and possible town action.

Pearson moved, seconded by Munro, mosion passed unanimously to have Daniel Paull construct a properly sized computer for the WWTP and purchase an up to date computer operating system for the new computer.

Wainscott to speak with Waste Management concerning adequate equipment to pickup Lapel's trash and recycling on Wednesday's. Wainscott said she has observed homes where the trash has not been picked up on Wednesday and remains at the curbside.
