TOWN COUNCIL MEETING
JUNE 18, 2026
In Attendance: In person Chad Blake and Lindsay Washmuth, Teresa Retherford, Clerk-Treasurer, and William Cain, Legal Counsel. Kristi Worthman attended virtually.
Motion to amend the agenda to replace Public Comments and Concerns with the Public Hearing continued from the June 17, 2026, Public Hearing on the Water Rate Increase and to remove C and E from New Business and also table the Old Business, Ordinance 2026-02 made by Blake, 2nd by Washmuth and all were in favor.
Blake then suspended the regular meeting and continued the Public Hearing for the Water Rate Increase. Three residents spoke against it. Blake then closed the Public Hearing and reopened the regular meeting.
Presentation:
State Bank Update & Central Park Partnership Proposal - Nick Bontrager from State Bank stated they hoped to open by July 6, 2026. He also presented a proposal for a partnership with the town for Central Park which includes a donation to the Parks Department in the amount of $5000.00.
Banning Task Order for Community Crossings Matching Grants Program – Jeff Henson with Banning Engineering Proposed a Task Order to start the CCMG process.
Motion to approve the scoping and road management plan for $4200.00 made by Blake, 2nd by Washmuth and all were in favor.
New Business:
Resolution 2026-11 State Bank Central Park Partnership Agreement
Motion to approve Resolution 2026-11 State Bank Central Park Partnership Agreement pending Park Board approval made by Blake, 2nd by Washmuth and all were in favor.
Resolution 2026-12 Acceptance of Montgomery Farms Right-of-Way Dedication
Motion to approve Resolution 2026-12 Acceptance of Montgomery Farms Right-of-Way Dedication pending signs made by Washmuth, 2nd by Blake and all were in favor.
Ordinance 2026-05 Uniform Development Ordinance Re-adoption
Motion to approve Ordinance 2026-05 Uniform Development Ordinance Re-adoption made by Blake, 2nd by Washmuth and all were in favor.
Event Permits:
Motion to approve the Lapel Fireworks Event Permit made by Washmuth, 2nd by Blake and all were in favor.
Motion to approve the Lapel Community Association Village Fair Event permit made by Washmuth, 2ndy by Blake and all were in favor.
Motion to approve the Lapel Optimist Club Dawg Jog Event Permit made by Blake, 2nd by Washmuth and all were in favor.
Department Reports:
Police - Chief Naselroad gave his Report
Planning – Marcellus gave his Report
Utilities – Hutchison gave his Report. Citizens has requested a meeting for Q&A before they take over in August. Council agreed they could do it at the July Council meeting. He would like to order a pallet of water meters
Motion to purchase a pallet of water meters for $43,200 made by Washmuth, 2nd by Worthman and all were in favor.
Motion to acknowledge the Emergency Declaration and the purchase of the pump and repair made by Blake, 2nd by Washmuth and all were in favor.
Parks – Katie Hutchison didn’t have an update other than they have one open seat.
RDC – Blake gave an update.
Administration – Jenny Reske gave her report
Clerk – Treasurer – Retherford gave her report
Motion to approve May 21, 2026, meeting minutes made by Washmuth, 2nd by Washmuth and all were in favor.
Motion to approve the claims made by Blake, 2nd by Washmuth and all were in favor.
Motion to approve the Allowance Docket made by Washmuth, 2nd by Blake and all were in favor.
