LAPEL TOWN COUNCIL MEETING

JANUARY 20, 2022

In attendance in person: Teresa Retherford, Noah Bozell, Lindsay Washmuth, Dennis Molina, Clerk Treasurer, Paula Lee, Deputy Clerk, Herschel Hinkle, Lapel Community Association

In attendance virtually: Chad Blake, Jason Kleinbub (joined at 7:48pm left meeting at 8:30pm), Mary Armacost, Utility Superintendent, Brandon Hutchison, Gas Operator, Kelly Naselroad Police Chief, Rob Bellucci, Commonwealth Engineering, Drew Wolfred, Kimley Horn, and Jeff Graham attorney for the Town

Meeting called to order at 7pm, floor was opened for public comment, there was no comment from the public.

Election of officers: Washmuth nominated Retherford as President, no other nominees were given.  Graham asked for a roll call vote for Retherford as President.  Voting yes, Washmuth, Bozell, and Retherford.  Voting no, Blake.

Retherford nominated Blake as Vice President, no other nominees were given.  Graham called for a roll call vote for Vice President.  All were in favor of Blake as Vice President.

Motion made by Blake to have the Council meetings on the 3rd Thursday of each month at 7pm at the Lapel Eagles, 2nd by Retherford and all were in favor.

Herschel Hinkle of the Lapel Community Association addressed the Council regarding the 2022 Village Fair.  The LCA is planning on having the fair this year and asked that the Town be available to help as needed for the event.  The fair will take place July 9th & 10th 2022.

Drew Wolfred reported on DC Construction Pay Application, this application covers work done up until December 23, 2021.  There is still work left on 500 S and a punch list of items to finish come spring.  Motion to approve pay application made by Retherford, 2nd by Kleinbub and all were in favor.

Rob Bellucci presented a pay application from Atlas Construction in the amount of $19,513.00.  This pay application is for bonds and insurance.  Motion to approve Atlas Pay Application made by Retherford, 2nd by Blake and all were in favor.  Bellucci to have a new signatory resolution at Special Meeting to allow Retherford to sign SRF/OCRA documents.

Motion to approve annual adoption of Drug Free Policy & Fair Housing Policy made by Retherford, 2nd by Bozell and all were in favor.  Policies are adopted annually for grants processing.

Motion to approve the December 16th minutes made by Kleinbub, 2nd by Washmuth and all were in favor.

Motion to approve claims as presented made by Retherford, 2nd by Bozell and all were in favor.

Motion to approve Resolution #1-2022 Mileage Resolution made by Kleinbub, 2nd by Retherford and all were in favor. 

Motion to approve Ordinance #1-2022 Amendment to Salary Ordinance made by Kleinbub, 2nd by Bozell and all were in favor. 

Motion to approve Ordinance #2-2022 Sanitation Enterprise Fund Ordinance made by Kleinbub, 2nd by Blake and all were in favor.

Motion to approve Ordinance #3-2022 Angel Fund Ordinance made by Kleinbub, 2nd by Blake and all were in favor.

Motion to approve Amendment to Handbook regarding Holiday Pay Status made by Washmuth, 2nd by Bozell and all were in favor.

Naselroad gave an update on the Police Department, they are currently looking for a new officer.

Park Board Update: The Park Board is in need of a new member to fill a vacant spot.  Motion to approve purchase of 4 picnic tables at a cost of $160.00 per table for Woodward Park made by Washmuth, 2nd by Retherford and all were in favor. 

Hutchison passed his distribution system license for water, Armacost suggested that the raise for passing be increased from 75 cents to $1.00.  Council to discuss at February Special Meeting.

Motion to approve 75 cent increase for Hutchison retroactive to January 12th 2022 made by

Motion to table Vac Truck Purchase made by Retherford, 2nd by Washmuth and all were in favor.

Planning Update: The Planning Commission is in need of a new member to fill a vacant spot on the board. 

Armacost presented 3 quotes to clean the water tower: Pittsburg Tank & Tower $2360.00, Dixon $4150.00 and Tank Industry Consultants $5075.00.  Motion to hire Pittsburg Tank & Tower made by Kleinbub, 2nd by Blake and all were in favor.

Special Meeting set for February 3, 2022 at 7pm at Town Hall and virtually.

Being no further business to discuss the meeting was adjourned.
