Lapel Town Council Meeting
May 15, 2025

In attendance: Brian Robertson, Gary Shuck, Chad Blake, Lindsay Washmuth, Teresa Retherford, Clerk-Treasurer and Evan McMullen, legal council.

Public Comments: Kristie Worthman brought up concerns about the water and the water project.

Presentations: Lapel Community Association

Shellie Sears, Representing the Lapel Community Association for the Lapel Village Fair presented her Event Permit.

Motion to approve the Event Permit for the Lapel Village Fair made by Washmuth, 2 nd by Blake and all were in favor.

New Business:

Common Wealth Pay Application #27 in the amount of $199,355.

Motion to approve Pay Application #27 made by Shuck, 2 nd by Washmuth and all were in favor.

Microsoft Office 365 Account Blake gave an update for the new account. For a 3 year contract it will cost $39.44 per person for the email. It will cost 39.44 per user for Web and Office and $262.61 per user per year for desktop computers.

Motion to approve the 3 year Microsoft 365 made by Shuck, 2nd by Washmuth and all were here.

Resolution 2025-02: Resolution expressing gratitude to the Town of Pendleton and Pendleton Power for their assistance during the storm rescue efforts on April 2, 2025.

Motion to approve Resolution 2025-02 made by Washmuth, 2nd by Robertson and all were in favor.

Old Business:

INDOT Roundabout. Discussion was held as to whether the Right of Way is the Town of Lapel's or the State's. Dan Cutshaw met with INDOT and Michael Baker. Dan Cutshaw believes it is the Town's Right of Way. The letting for bids will be in December of this year and the project will start in the Spring of 2026.

Public Hearing: There are no Public Hearings

Department Reports:

Police: Montgomery went to a tactical medicine school. He is now Tac Med certified. Conner Jackson will be going to the Academy in September. We were also donated 11 First Aid Kits from Central Indiana Police Foundation. They are for the officers. Naselroad has been working with the Lapel Community Association for the parade and fireworks. There were 385 calls and 10 criminal charges filed

Planning: Arbor Homes has withdrawn their PUD application and revising it and resubmit after 90 days. Evan designed a web application for Ordinance Violations.

Utilities: Utility crew has been working on filling potholes. Hoping to get the new dump truck by the middle of June. The Lapel High School is wanting a water line run to their potential soccer field and Brandon Hutchison is wanting to know who will be responsible to pay for it. Robertson said we would have to look into it. The mower truck is in the shop. We need to start rotating some of these vehicles. The Vac Truck is having a vibration and they are coming next week to replace the bearings.

Parks: They are moving there May meeting to Tuesday, May 20, 2025 at 7pm.

RDC: Signed to submit our annual TIF letter.

Clerk-Treasurer Report: We got moved to the new building this week.

Motion to approve the Allowance Docket made by Blake, 2nd by Washmuth and all were in favor.

Motion to approve the Memorandum of Executive Session for March 31, 2025 and April 28, 2025 made by Washmuth, 2nd by Blake and all were in favor.

Motion to amend the date for the minutes for January 16, 2025 to 2024 made by Washmuth, 2nd by Robertson and all were in favor.

Motion to approve meeting minutes for January 16, 2024, February 20, 2025 and April 17,2025 made by Blake, 2nd by Washmuth and all were in favor.

Council Member Comments and Concerns:

Councilman Shuck is thankful for Pendleton's help during the tornadoes.
