LAPEL TOWN COUNCIL MEETING

JUNE 16, 2022

In attendance in person: Teresa Retherford, Noah Bozell, Chad Blake, Lindsay Washmuth, Paula Lee and Attorney Jeff Graham.

7pm meeting called to order.

No public comment from those present or online.

Motion to accept the claims as presented made by Washmuth 2nd by Bozell and all were in favor.

Angie Jones and Karen Mullet came before the Council to ask for road closures during the Village Fair for a 5k walk/jog/run on behalf of the Optimist Club. The club is sponsoring the 5k to help the football teams in Lapel raise money for new gear. Motion to close 900 at SR32 and 200 at 825 for the 5k walk/jog/run on July 9 at 8am made by Blake, 2nd by Washmuth and all were in favor.

Motion to approve Thieneman Construction Pay App #4 in the amount of $100,928.00, Atlas Pay App #3 in the amount of $47,402.86, Atlas Pay App #4 in the amount of $74,875.16, Atlas Pay App #5 in the amount of $9,534.04, Commonwealth Engineering Invoice #52594 $10,800.00, Invoice #52595 $18,802.73 and Invoice #52596 $197.50 (all invoices are for current Water Improvement Project) made by Blake, 2nd by Washmuth and all were in favor.

Drew Wolfred briefed the Council on the retainage for DC Construction, advised Council to pay current/final Pay App in the amount of $24,673.68 and Drew will represent retainage at July meeting.
Motion to approve Final Pay App for DC Construction in the amount of $24,673.68 made by Blake 2nd by Washmuth, Voting yes, Blake, Washmuth and Bozell, voting no Retherford.

Motion to close regular meeting and open a Public Hearing for Resolution 10-2022 Additional Appropriation made by Washmuth, 2nd by Blake and all were in favor.
Resolution 10-2022 is an Additional Appropriation of $6,000 from ARPA Funds to pay Reedy Financial for work done on the Town's ARPA reporting. Being no questions from Council or the public a motion was made by Blake, 2nd by Washmuth to close the Public Hearing and reopen the regular meeting all were in favor.
Motion to approve Resolution 10-2022 made by Washmuth, 2nd by Blake and all were in favor.

Motion to approve Indiana Pump Works quote for gear box helisieve at WWTP (no install) at a cost of $2,575.00 made by Bozell, 2nd by Washmuth and all were in favor.

Motion to approve adding reserve police officers to the Town's workers comp policy made by Blake, 2nd by Retherford and all were in favor.

Discussion was held on Lou Ann Shuck 1 inch gas line service request. Investigation will need to be done to see if the line crosses a double lot. If that is the case it will require a maintenance/inspection easement document that legal will draft.

Motion to approve locksmith to rekey front and back doors of town hall made by Retherford, 2nd by Bozell and all were in favor.

Motion to request District Public Safety Budget Hearing made by Blake, 2nd by Washmuth and all were in favor. Special Meeting set for June 29th at 6pm at Lapel Town Hall for Public Safety Budget Hearing.

Being no further business to discuss, the meeting was adjourned.
