LAPEL TOWN COUNCIL MEETING
FEBRUARY 20, 2025

In attendance: Gary Shuck, Lindsay Washmuth, Roger Fouse, Chad Blake, Clerk-Treasurer
Teresa Retherford, Town Attorney Evan McMullin.

7 p.m. meeting called to order at the Lapel Lion's Club

PUBLIC COMMENTS AND CONCERNS:
Alicia West let the council know that Senate Bill 491 passed for the annexation of property
for industrial park and would like the council to look into what can be done to keep the
town from losing money. She also had questions about Senate Bill 225, speed control in
school zones. Alicia also spoke about Senate Bill 69.

NEW BUSINESS:
Commonwealth: Pay Application #24 is for $329,922.56 with additional $12,310.75 from
retainage for a total of $342,233.31. Atlas is around 82% completed.

Motion to approve pay application #24 made by Blake, 2nd by Washmuth. All in favor.
MS Consultants: Task Order #2 for planning and engineering when plans are not complete
in time, there will be a fee to the developer.

Motion to approve Task Order #2 made by Washmuth, 2nd by Blake. All in favor.
Waste Water Rate Study: Next step is to get a rate consultant. Three quotes were given from
Krohn for $5-7,000.00, LWG for $9,500.00 and Reedy for $40,000.00.

Motion to approve the contract with Krohn made by Blake, 2nd by Fouse. All in favor.

UNFINISHED BUSINESS:
Ordinance 2025-02- Ordinance Amending the Fee Schedule 1st Reading: Fees for planning
presented to the council, no questions or amendments to add.

Motion to approve the 1st reading of Ordinance 2025-02 on 1st reading made by Blake, 2nd
by Fouse. All in favor.

Ordinance 2024-07 - Ordinance Establishing a new Fund for the Payment of a School
Resource Officer 3rd Reading: It needs to be finalized to receipt the money for the SRO
Officer in a fund.

Motion to approve Ordinance 2024-07 made by Fouse, 2nd by Washmuth. All in favor.

DEPARTMENT REPORTS:
Police: 362 total calls for service, year to date calls 641. 9 felony arrests and 22
misdemeanor arrests. 2 misdemeanor arrests at high school by SRO. Part time position
filled, and he will start by March. 2 reserves are on the final hiring stage. Senate Bill 225 did
not pass. House Bill 1186 passed; it drastically reduces the ability of a reserved police
officer.

Planning Staff/Plan Commission: Approved address for Weihe Construction. The owner of
Stormstrike is going to the BZA.

Utilities: Quote for Water Meters: Goal is 200 meters installed a year. A skid is 144 meters
for $41,040.

Motion to approve the purchase of a skid of Water Meters made by Shuck, 2nd by
Washmuth. All in favor.

Quote for Gas Meter for Lapel High School: Meter needs a new reading display. The quote
from USDI to change with labor is $2,314.44.

Motion to purchase a new reading display for the gas meter at the Lapel High School made
by Fouse, 2nd by Blake. All in favor.

Shuck asked for updates on the truck that was involved in the accident and work on skid
steer. Build date for the new dump truck is the middle of February.

Parks: Voted to continue meetings on the fourth Thursday of every month at 7p.m ..
RDC: They did not have a meeting.

Office/Administration: Retherford is working on getting the end of the year done. She
started on the annual financial report. Lisa is back part time and Diane is doing great.

CLERK-TREASURER REPORT:
Claims (APV and Payroll Docket): No questions about claims.

Motion to accept the claims made by Washmuth, 2nd by Fouse. All in favor.

Fund Report: Not sent out yet.

Appropriation Report: Not sent out yet.

COUNCIL MEMBER COMMENTS AND CONCERNS:
Ordinances were passed Monday for the fire territory to join the new expanded South
Madison Territory. Next week, there is an appointment set up with an insurer for employees
to expand health coverage.

APPROVAL OF CLAIMS:
Motion was made previously.

APPROVAL OF ALLOWANCE DOCKETS:
Motion to approve allowance docket for January made by Fouse, 2nd by Blake. All in favor.
