LAPEL TOWN COUNCIL MEETING
DECEMBER 15, 2022

 

Bozell closed the regular meeting and opened a Public Hearing for Resolution 18-2022 an Additional Appropriation from ARPA Funds in the amount of $6385.00. Amount to be paid to Kimley Horn for the 2022 Street Repair Project. Ken DeLaBastide from the Anderson Herald Bulletin asked what the amount of the funds were and what they would be used for. Bozell explained they were for engineering fees from Kimley Horn for the 2022 Street Repair Project. Being no further comments or questions Bozell closed the Public Hearing.

Motion to approve Resolution 18-2022 Additional Appropriation made by Blake, 2nd by Robertson and all were in favor.

Bozell closed the regular meeting and opened a Public Hearing for Resolution 19-2022 an Additional Appropriation from ARPA Funds in the amount of $64802.16 for reimbursement to INDOT for Community Crossings. There were no questions or comments from the public, Bozell closed the Public Hearing and reopened the regular meeting.

Motion to approve Resolution 19-2022 Additional Appropriation made by Robertson, 2nd by Bozell and all were in favor.

Motion to approve Resolution 20-2022 Authorizing Electronic Funds Transfer made by Blake, 2nd by Robertson and all were in favor.

Bozell held the final reading of Ordinance 10-2022 Town of Lapel Sewer Rate Increase Ordinance, motion to approve Ordinance 10-2022 made by Robertson 2nd by Blake and all were in favor.

Motion to approve 1782 Notice contingent upon MVH tax rate being investigated made by Blake, 2nd by Robertson and all were in favor.

Motion to approve Thieneman Pay Application #10 in the amount of $355,775.00 made by Robertson, 2nd by Blake and all were in favor.

Motion to approve claims minus #30488 made by Bozell, 2nd by Blake and all were in favor.

Motion to approve Notice of Award to Midwest Paving for the 2022 Street Repair Project in the amount of $82222.00 for area 1 made by Robertson, 2nd by Bozell and all were in favor. Midwest Paving was low bid for this specific area of the project. At this time Council will forgo rest of contract award.

Motion to approve 2023 Salary Ordinance Exhibit "D" made by Blake, 2nd by Robertson and all were in favor.

Motion to approve Exhibit "E" of the 2023 Salary Ordinance made by Blake, 2nd by Robertson and all were in favor.

Police Update: MOU provided to McMullen for FLOCK Camera for INDOT is acceptable.

Utility Update: Drug & Alcohol Plan thru USDI estimated cost for gas trained employees pre-employment drug testing for 9 employees $1350.00. Plan covers us under IURC for gas.

Motion to approve entering into USDI Drug & Alcohol Plan and $1350.00 for initial pre-employment testing made by Blake, 2nd by Robertson and all were in favor.

Motion to approve USDI annual contract/retainer at a fee of $2750.00 per month for 2 years made by Robertson, 2nd by Bozell and all were in favor.

Motion to approve USDI to send positive locate response to 811 at $200.00 initial set up fee and

$500.00 annual fee including maps and paperwork made by Blake, 2nd by Robertson and all were in favor.

 

 

Mary Armacost Utility Superintendent wants to camera the sewer system in Tuscany before they hand the development over to the Town to make sure it's in proper working order and that nothing was installed incorrectly. Quote to camera from Culy $2944.00 a day Culy estimates work will take about a day to do in Tuscany development.

Motion to approve Culy to camera Tuscany sewer system not to exceed $3000.00 to be paid out of Sewer Improvement 6207 made by Blake, 2nd by Robertson and all were in favor.

Discussion was held on condition of roads in Tuscany, there should be a bond on the roads. Paving is up to the curb not a "temporary" surface. Council to have Dennis Nail investigate the streets of Tuscany and if necessary Kimley Horn will investigate.

Motion to approve Neptune Mobile Data Collector from Utility Supply meter reading software for gas and water meters in the amount of $10,000.00 to be paid out of Gas 6409 $5000.00 and Water 6109

$5000.00 made by Robertson, 2nd by Blake and all were in favor.

Bozell appointed Paula Lee to the Planning Commission beginning January 1, 2023 to fill the Town Employee spot on the Planning Commission.

Motion to adjourn made by Blake 2nd by Robertson and all were in favor.
