LAPEL TOWN COUNCIL MEETING
JUNE 19, 2025
In attendance: Brian Robertson, Gary Shuck, Chad Blake, Lindsay Washmuth, Roger Fouse, Teresa Retherford, Secretary and Evan McMullen, Legal Counsel
Motion was made by Shuck to amend the agenda to add Sean Connelly from Myers Insurance and a quote from E&B Paving, 2nd by Fouse and all were in favor.
Public Comment: Allicia West questioned limb pickup because of the storm. Brandon Hutchison, Utility supervisor, said they would pick up on Monday and Tuesday. She also stated that the sidewalk at 5th and John was blocked by cars and that the residents that live there also have vicious dogs. She said it was a safety hazard for neighbors. Todd, the owner of Lapel Laundry wanted to make everyone aware he is a member of a non-profit that is planning to offer some financial classes for students probably at Daybreak Church.
Presentations: Event Permits
Class of 2005 Lapel High School-Class reunion at Woodward Park
Motion to approve the Class of 2005 Lapel High School Event Permit made by Washmuth, 2nd by Fouse and all were in favor.
Bethel Babtist Church-Event at Woodward Park
Motion to approve Bethel Babtist Church Event Permit made by Blake, 2 nd by Washmuth and all were in favor.
Farmers Market-Event Permit in Library Parking Lot
Motion to approve the Farmers Market Event Permit made by Shuck, 2nd by Fouse and alt were in favor.
Lapel Optimist Club-5k run and Dawg Jog
Motion to approve the Lapel Optimist Club Event Permit made by Fouse, 2nd by Washmuth and all were in favor.
New Business
Commonwealth: Additional Warranty for 5th Street. There is a Warranty issue. They are going to rework all the joints and offer an additional Warranty for all the fused pipes. Motion to approve Additional Warranty for 5th Street made by Blake, 2nd by Fouse and all were in favor.
Barrett Key from Clark Insurance presented a quote for Liability Insurance.
Sean Connelly from Myers Insurance presented a quote for Liability Insurance.
KRM Architecture Proposal: Matt Yates brought a proposal to see what it would take and what it would cost to develop the new Town Hall. They would come in and scan the new Town Hall, create existing plans and survey existing mechanical, plumbing, and electrical systems. Develop those options and provide basic sections and types of construction.
Then come back with cost estimates for around $7000.
Motion to approve the proposal by KRM made by Washmuth, 2nd by Shuck and all were in favor.
MS Consultants: Dan Cutshaw discussed the Gas Utility timeline. Decision on the Utility bidder should be done in the July Council meeting.
E&B Paving quote: A quote for 9th and Woodward 1 6 feet wide in the amount of $9,345.00. Motion to approve the quote from E&B made by Shuck, 2nd by Washmuth and all were in favor.
Retherford asked to speak about John and 4th street. She asked if Shuck could get a quote for that as well because there have been several complaints. Shuck said he would speak to them.
Old Business: INDOT working agreement.
INDOT is going to relocate the drainage pipe at their expense. We will need to take out 2 streetlights. They need a working agreement to use our right of way for the roundabout at Main St. and State Road 32.
Motion to approve the INDOT working agreement made by Shuck, 2 nd by Fouse and all were in favor.
Public Hearing: There were no public hearings
Department Reports:
Police: Chief Naselroad stated there were 546 calls for the month, and 19 criminal charges filed. Seven of those were OWI's. Jackson and Lee are in the second phase of field training. Foster is in phase one. We've had a tough month on vehicles. Airconditioning went out on 2023 Tahoe. The 2022-2 F150 had two ignition coils that went out. The 2022-1 Fl 50 was driven by an officer who was working an authorized ODE and two tires were damaged, but we have already been reimbursed by the officer. The 2020 Explorer was damaged trying to avoid getting hit by a semi, he backed into a guide wire. It was taken to Miller's to be checked to make sure it was safe and operational. It's purely cosmetic. Naselroad will wait until the end of the year and get it fixed if he has the money. Body cams are at the threeyear mark, we did a swap, and we have our new body cams. We have two years remaining in the contract. The Pendleton Police Department donated us $4000 worth of Redman training equipment for defensive tactics. Officer Diaz is going to go to Defensive Tactics School next month. When he gets done with that, we will be able to hit the ground running. A huge Thank you to the Pendleton Police Department. The 4th of July fireworks plan is all set up. The parade route is finalized.
Planning Commission: Robertson stated that there wasn't much. They did adopt an application for vacating public ways alleys. The planning staff recommended an update to the fees schedule. They are forming a subcommittee to come up with the fees.
Utilities: Hutchison stated that due to the storm Wednesday night that we have a tree that we will have to get cleaned up at Pendleton and 9th street. Limb pickup will be Monday and Tuesday of next week. Hutchison got a quote for a street sweeper for the week before the Village Fair of $4210 from Monday to Monday.

We should be able to pick up the new dump truck this next week. Robertson asked about the random water tests. He wanted to know if there were any bad ones. Hutchison they all came back clean
Park: There was no update.
RDC: They have paid for the required TIF reporting to be done by Reedy Financial. A member resigned so there is an opening on the RDC if anyone is interested.
Office/Administration: Retherford stated she would be in French Lick from August 10th through the 13th for training.
Approval of claims:
Motion to approve claims as presented by Washmuth, 2nd by Fouse and all were in favor except Blake who abstained.

Motion to approve minutes from January 16, 2025, March 20, 2025 and May 1 5, 2025 made by Washmuth, 2 nd by Fouse and all were in favor.
Approval of Allowance Docket:
Motion to approve the Allowance Docket made by Shuck, 2nd by Washmuth and all were in favor.
Council members' comments and concerns:
Blake stated that the meetings are now broadcast on YouTube. The new website will be launched later this year.
Naselroad wanted to acknowledge the efforts of the Utility Crew during the storm last night Wednesday, June 25th at 6:00pm to vote on insurance.
