Minutes from a Town meeting on 7/17/2014.

The Lapel Town Council met this date at the Lapel Eagles, at 7pm, with the following members present- Gary Shuck, President; Tim Munro, Vice President; Debra Wainscott and Clay Parkison, Members; Bill Byer, Attorney; and Tom Tudor, Clerk/Treasurer.

The minutes for the June 19th and July 3rd were reviewed. Shuck could approve the July 3rd, Wainscott could approve the June 19th, Munro seconded the motion, the minutes were approved unanimously.

Munro moved, seconded by Wainscott, motion passed unanimously to approve payment of the claims as presented.

Tudor reviewed the financial statements with the Council.

Winter 2014/2015

  1. Parkison moved, seconded by Wainscott, motion unanimously carried to construct a covered structure, near the utility shop, approximate cost of $7000, to store road salt in.
  2. Johnson said he has ordered 80 tons of salt at a price of $76/ton.
  3. Shuck asked Johnson to purchase the snow plow owned by Leland Modlin.
  4. The Council took quotes from snow plow dealers under advisement. The goal is to purchase three (3) additional snow plows.
  5. Johnson said repairs will be made to the salt spreader box. The unit will be ready for Winter.

Tudor and Paula Lee are to create a letter of interest to send to Fishersburg residents and Hackberry Lane residents to see if there is any interest in connecting to the Lapel Gas Company. There are no gas lines available at this time. If there is a substantial interest by those citizens the Council would consider extending the gas lines.

Property issues discussed

  1. 323 Central- letter sent
  2. 217 West 10th- junk vehicle & mowing- Shuck to review the situation
  3. 6 East Pendleton Ave- junk vehicle- Police to review

The Park Board does not want to be paid the $10 per meeting attended by the Board members. The Council said to secure their signatures on a waiver and retained in the Park Board file.

Shuck moved to hire David Hormell as a part time utility worker. The motion did not receive a second. Munro suggested we go through the applications that have thus far been received. A recommendation would be made at the August 7th regular meeting. Tudor suggested we use temporary workers when more labor is needed. Johnson said he has had a bad experience in the past with temporary workers at a former employer.

Police

  1. Council approved Frank Beatrice as a new reserve officer
  2. Damaged police car , still negotiating with insurance company
  3. Wainscott moved, seconded by Parkison, voting no- Munro, voting yes- Wainscott, Shuck, Parkison; motion passed to trade the current Police Department golf cart plus $3600 for the purchase of an ATV Artic Cat 2009 model. The $3600 will come from Continuing Education Fund.
  4. Molina asked the Council to consider purchasing the old grocery store for a Police Station.
  5. Molina said the two (2) day Village Fair worked well and closing the streets at 5am worked excellent.

Planning and Fire Territory

  1. Mike Lawther and Pat Daugherty have resigned from the Planning Commission. Munro moved, seconded by Wainscott, motion passed unanimously to appoint Johnny White to fill one of the open positions.
  2. Byer stated Warren Huntzinger wants to subdivide his property on Pendleton Ave into lots. Richard Ward, surveyor, communicated with Byer. Byer said the property owner can subdivide property but when someone wants to build on the lot it must be reviewed by the Planning Commission.
  3. Scott Baldwin, commercial real estate broker, wants to work with the Council to annex the gravel pit area into the Town of Lapel.
  4. Molina said we need to perform a feasibility study to handle the storm water on the East side of town
  5. Wainscott said the new fire barn will be under construction soon.
  6. The Eagles fund raiser earned $7000 for the fire barn building fund.

Wainscott moved, seconded by Parkison, motion passed unanimously to charge off and file sewer liens on the following utility accounts- NACNUD LLC 101 W 9th $149.39; Amber & Randy Neibarger 603 S Erie $328.79; James Clark 228 S Ford $57.30; Laura Chappell 424 S John St $455.10; Heather Koglin 324 Central $284.59; Anne Royce 924 N John St $152.03; Salvage Sisters 908 N Main $160.53; Jennifer Taulman 1519 N Main $199.64.

The Council asked Tudor to enter a limit order to purchase some fixed price natural gas for December 2014 through February 2015, within a range between $3.80 to $3.90 per unit. The Council authorized the purchase of 40% of the available gas volume.

Fire hydrants to be flushed July 21st through July 23rd.

Michael Elser announced that he is installing an internet service in the Town of Frankton. He Is interested in installing a service within the Town of Lapel. He will get back with the Council when the Frankton installation is concluded.

Park

  1. Next movie in the Park will be August 16th
  2. Splash pad open from 10am to 8pm
  3. There is an interest in a golf cart drive in theater
  4. Byer and the Council stated air filled Bounce Houses are not allowed in the Parks
  5. The Council authorized the installation of a taller pole near the splash pad to secure the security camera system on.

Mr and Mrs Ashby complained about the new trash/recycling company. According to Mrs. Ashby they did not pick up all of their trash. Shuck said these are early days and the issues will be communicated to the company.
