Lapel Planning Commission

May 6, 2021 @ 6:30pm

Lapel Eagles

Call to order: Angie Duncan, Teresa Retherford, Paula Lee, Matt Wood, Gary Shuck, Dan Paddock, Jeff Keith, Chris Hobbs, Kourtney Krabbe, and Jeff Graham Town Attorney.

Tonight’s meeting is being held at the Lapel Eagles, and the public is allowed to attend either in person or virtually using the GoTo Meeting link posted on the Lapel Facebook Page.

Lapel Commons: A public discuss was held on the preliminary plat presented for Lapel Commons; the housing addition proposed to go in on the east side of Central Ave off of 5th & 6th Streets. Lee stated that it was brought to Town Hall’s attention that the name “Lapel Commons” is the same name as the strip mall in town. Steve Servies stated they sent out approximately 60 letters to surrounding homeowners on 4/21/21 for this meeting.  Servies stated that the recommended changes to add a second entrance to the addition coming off 5th Street have been made, and they have also provided a future access to the south of the property. The proposed addition is set to have 49 single family homes, 3 retention ponds, 30ft wide roads, 5ft wide sidewalks, homes being built by Arbor Homes, common areas, and an HOA. 5th Street will have to be reconstructed for the second entrance. Servies stated 5th Street would be reconstructed up to Central Ave with a proposal of 26ft wide road including adding curbs. A motion to waive the 40-day waiting period for a preliminary plat was made by Shuck, 2nd by Wood; all were in favor. A motion to approve the preliminary plat for Lapel Commons with stipulation that 100% of green space is met, or a variance is received from the BZA was made by Shuck, 2nd by Paddock; all were in favor.

Retherford Replat: Keith VanWienen with Precise Land Surveying presented a replat of lots 10, 11, & 12 on Walnut Street. VanWienen states the Retherford’s would like to combine lots 11 & 12 in order to meet requirements to sell the home on lot 10. Barry Retherford has already received a side setback variance from the BZA for the garage on lot 10. Any new buildings built on the properties will have to meet the current 6ft setbacks. A motion to send the Retherford replat to the Lapel Town Council with a favorable recommendation was made by Lee, 2nd by Keith; all were in favor except Retherford who abstained.

Robertson Trucking: Brian Robertson asked the Planning Commission if they can get the town sewer line to their new property off 300 S at their expense. The Planning Commission asked if Robertson could meet with Utility Superintendent Mary Armacost, and CommonWealth Engineers to verify the proper steps needed to tap into the town’s sewer line.

The Planning Commission created a subcommittee to discuss the town’s current permit fees. The committee is made up of the following three people: Chris Hobbs, Matt Wood, and Angie Duncan. The committee will have to schedule public meetings in order to discuss the fees together, but they may do research individually.

A motion to approve the April 14, 2021 meeting minutes was made by Retherford, 2nd by Keith; voting yes was Duncan, Retherford, Lee, Wood, and Keith. Shuck & Paddock abstained due to being absent.

A motion to approve building permits 250-2584 was made by Retherford, 2nd by Wood; all were in favor.

Discussions were held on the RV ordinance, and how many cars are allowed to park at one property.
