LAPEL PLANNING COMMISSION MEETING
JANUARY 11, 2024

In attendance: Matt Wood, Brian Robertson, Brandon Hutchison, Amy Egly, Andrea Baldwin and Teresa Retherford, Secretary.

Wood introduced three new members that were appointed by the Town Council. Amy Egly, Chris Higginbotham and Brandon Hutchison.

Robertson nominated Matt Wood for President. Andrea Baldwin 2nd• There were no other
nominations so a vote was taken and all were in favor.

Wood nominated Andrea Baldwin for Vice President, Robertson 2nd• There were no other
nominations so a vote was taken and all were in favor.

Baldwin nominated Teresa Retherford for Secretary. Wood 2nd• There were no other nominations so a vote was taken and all were in favor.

Motion to approve minutes for September 14, 2023, October 12, 2023, October 25 2023 and
November 9, 2023 made by Wood, 2nd by Robertson. Wood, Robertson and Baldwin vote yes.

Egly, Hutchison and Higginbotham abstained.

Public Hearing for REZ-2023-03. Robertson explained about the Fiberhawk Hub going on Town Property and that is the reason for the rezone. Wood opened the Public Hearing. There was no public comment. Wood closed the Public Hearing.

Motion to approve a favorable recommendation to the Town Council for REZ-2023-03 was made by Wood, 2nd by Hutchison and all were in favor.

Public Hearing for REZ-2023-04. Roscoe Dorsey spoke about the reason for Rezone. Wood
opened the Public Hearing. Chris George spoke from the public in concerns about zoning
industrial. Scott Taylor asked a question if the site can be changed at a later time. Wood stated that the zoning is the only thing being voted on. Dorsey spoke that he didn't believe it would change much. Tim Munro spoke about some history of the annexed area. Becky George spoke about the traffic. Wood closed the Public Hearing.

Motion to approve a favorable recommendation to the Town Council for REZ-2023-04 from
Agricultural to Light and General Industrial per staffs proposed map and exhibit 5 of the staff
report for the subject real estate per submitted application was made by Hutchison, 2nd by
Baldwin and all were in favor.

The Planning Commission discussed a new fee schedule to cover planning expenses.
Being no further business to discuss,

Motion was made by Wood, 2nd by Baldwin and all were in favor.
