LAPEL PLANNING COMMISSION
MARCH 13,2025
Diane Presslor was sworn in.
In attendance: Matt Wood, Brian Robertson, Justin Mayes, Diane Presslor, Brandon Hutchison, Teresa Retherford, Secretary, and Evan McMullen, Legal Counsel.
Public Comment: Stephanie Evelo wanted to know if there were recordings of previous meetings.
Retherford stated that there are not unless she wants to make a record request. July 1 , 2025, they will all be available online.
New Business: Englewood PUD
Tony Baggots from Arbor Homes requested a continuance. After talking to staff, they realize they have more work to do. Marcellus gave location and went over the staff report briefly and there are a number of standards that are below the R2 district.
Address assignments for Clark Homestead lots: Marcellus gave staff recommendations.

- Lot 2 (48-15-09-300-002.002-044): 5906 S 1000 W
- Lot 3 (48-15-09-300-002.003-044): 5956 S 1000 W
- Lot 4 (48-15-09-300-002.004-044): 5890 S 1000 W
- Lot 5 (48-15-09-300-002.005-044): 5872 S 1000 W
Motion to approve the addresses for lots 1-5 for Clark Homestead made by Mayes, 2 nd by Robertson and all were in favor.
Code Enforcement Updates: Stephanie and Derek Evelo asked about the Blue Church and wants to know what questions the Commission has. McMullen said it was brought to the Commissions attention last fall and that he had not been able to get to the 300 pages. There was just a question asked about where they were on the property. It was stated that the structure is leaning and a hazard. It just needs to be made safe if someone comes onto the property. Not everyone can read, especially children. The Commission would like the building to start looking good. At the house next to Smoky's we received the correct address, and we will move forward with the next steps. William Vaghn at 22 W Pendleton Ave. did not respond. The building inspector can now start levying fines.
Planning Administrator Report: A variance was approved by the BZA for the ATM att the shopping center on Pendleton Ave. They will be hearing a case next month from the Lapel Eagles on a patio enclosure. The Flood Plain Regulations. Waiting for a reply from DNR on the FLood Plain.
Motion made to adjourn by Wood, 2nd by Mayes and all were in favor.
